many times does the Earth rotate about it's axis, to the nearest quarter
day, (relative to the 'fixed' stars) in one year? It's NOT 365.25, it's
366.25. And if the Earth rotated the other way, our solar day (what our
watches keep track of) would be eight minutes shorter than they currently
are and there would be 367.25 days in a year.

Cliff:

Since everyone knows there are 365 and 1/4 days per year, this
obviously is some sort of trick question. So I would think the question
might be trying to bring to light that there is one extra complete
rotation, caused by the Earth going around the sun. So my answer would
be 366.25.

especially around me. If the earth really rotated like the government

It was an education bill to simplify education and make learning
easier.

It was vetoed as spending too much money on education.
