Well Duh. Those contracts are single-sourced to haliburton, right? Why bother letting those other folks bid if they're gonna go to the texas guys no matter what? It would be a waste of time. Figures you would only read the first couple of lines and ignore the rest. What, the fanciful fairy tale? Yep, I read it. But the simplest explaination is usually the best. And in this case, Haliburton is odds-on to do any work in the area for a number of reason, some of which you yourself went on about recently, here.
