I am constructing a 20' tower out of angle iron. I think
I want to weld plates with holes to the pieces of angle
iron and then bolt the plates together, I think.

Where can I find the plates with the holes?

I'm using 2 1/2 x 2 /12 x 3/16 angle iron.

Basically, you stand at a drill press for a while and make them.

2-1/2" x1/4" bar stock, cut to 2-1/2" long, 1/2" hole. You probably
don't need more than a a dozen.

I don't have the tools to do that. I suppose a couple of hours with
a hacksaw would do for the cuts, and another couple of hours
would make the holes, but I was hoping pieces like that might
be available.

And, it is going to be, I think, at least 64 pieces. So, I would expect it
would be at least quadruple the above estimate. And, if there were
ever a job which could be automated, this sounds like it would be the one.

Time to start buying the bigger tools. A drill press and a power bandsaw
will be a start for this job. Yeah, I know it is going to be about $200 or
so for those tools but once you have them, you will find plenty of uses for
them.

I really mean this well.

What is this 20' tower going to be for?

It sounds as if, with your level of gear and knowledge, I would
hesitate to stand underneath.

Can you not drill the angle iron?

Have you welded much?
