Default O.T. The real failure of the lawmakers.

The lawmakers keep passing more new laws and don't really know how the
newest one works in with the laws they previously passed. I propose
that all new laws start with the following words. "This law supercedes
and replaces all prior laws pertaining to *****" They would then have
to deal with whatever they wanted to regulate in one carefully thought
out document.
