The Supreme Court said that Congress violated the Constitution when it said Corporations can not speak their minds. Congress can not restrict corporate power at least as far as free speach. So No, Congress can not decide who has the more power or louder voice. Dan Stanley Fish (law professor) wrote the most intelligent piece I've seen about this subject.
