Default making a new mig welder *dolly*, movie online "true metalworkingfluff"

I'm changing the wheels (got new ones, for both ends). I have to 'adapt'
them to the casters at the steering end. the axle diam is BIGGER for the
new wheels. also changing *everything* at the non-steer end: got a MUCH
stouter axle (1.1875 as opposed to the old .750 axle). and NEW "much
better quality" big-end wheels

having to order steel online is a freakin' NUISANCE. the shipping is
more than the STEEL. nobody in town here sells 1.1875 cold-rolled round.
sheesh.

I'm changing the frame of it, too (thicker, heavier, and "full
perimeter, end to end" this time). the only part I'm actually re-using
is the two old swivel-caster FRAMES, but I'm changing the 'method of'
steering 'em, too.

other than that, no changes :-)
