Because the rank and file bought into great bennies down the road and early retirement.
Something not sustainable with GM's market share.

Down the road is a big problem for GM and buying off some to take the money now and leave
solves a few problems for GM. GM management is playing high stakes poker. The employees
have a seat at the table and get to decide to take their chips now or keep playing.

Hard choices.
