Ok, I'm probably stupid for jumping into the middle of this, but you happen
to have touched on an idea I find interesting.

When we become advanced enough, the only way to promote general welfare, is
to have everyone 100% on welfare. That day is probably less than 100 years
away. Between now and then, the only way to continue to promote general
welfare, is create more systems of welfare, and to do more to take from the
super rich, and give to the bulk of the people.
