3mm is .118". A #5 screw is .125".

Note that a #8 is the smallest size that will have a core diameter greater
than 3mm. This could make for a better thread.

Unless he uses a form tap. 6-32 or 6-40 would be doable. Perhaps an
insert could be used. IIRC, the drill size for a 4-40 STItap is right
close to 3mm.
