Default use lower wattage bulb instead of 250W infrared?

I have a bathroom fan/light that says "250W R-40 infrared only". Is it
safe to use a lower wattage non-infrared bulb (incandescent or compact
flourescent) instead?

It should be safe, but it will not warm the room much.

Absolutely, If the fixture can handle the heat of the infrared, anything
with less heat would be fine, in fact many heat lamp fixture manufacturers
make a duel lamp unit, one for heat and one for light
