I do believe you can buy a full auto lower receiver for an AR-15. You
become a Felon if and when you change out the semi auto lower unit;

A bump stock doesn't change the "mechanical" function, no physical
changes, modifications to the designed firing operation. It just
speeds up release of spent gases and rapid return of the bolt to
firing again.
