Looks like a "chimney block" for one use. I tore down an old house
that had a 2 story chimney made of them.

It is a treamie poured concrete footer for a long decayed post. A treamie
is a tube that is put into a hole in the ocean floor. This hole may be
lined with Sonotobe, metal, or wood. The thickness of the concrete takes it
to the bottom of the tube, and the tube is inserted into the form. As the
concrete is poured, the heavier concrete displaces the water, fills the
form, and then hardens. It is a remnant of a footer for a post.
