The article indicates city officials have nothing against the child's pet,
they just want the father to fix up his house. And, apparently, are using
the daughter and her bunny as extortion.

Exactly.

The bunny is against the law for keeping pets, but authorities are
willing to look the other way. Evidently, the place is a **** house
and the father is a jackass..

The father's stance is "My daughter is cute so we can ignore the law"
