In '79 I attended a conference in Miami. Chose a lecture for
"Confinement of Long Term Offenders". What a hoot! I'll never forget

The Canadian speaker (an official for the prison system) suggested a
very good solution.

Fly then into the remote locations into Northern Canada by helicopter
and drop them off in different locations (separately). Let them
survive on their own accord. Spend less tax dollars.
