Indiana, Iowa, Maryland, Minnesota, Montana, Nebraska, New Jersey, Oregon,
Rhode Island, Tennessee, Virginia, Washington, Wisconsin and Wyoming

If a person has no computer and of course no E mail address, Does that mean
they are not allowed to vote???????????

You are confusing a request for information with a requirement to
disclose information. The answer to your question is no.
