Any web-cam you buy comes with software that can do this, especially the
$100 IP-cameras that you plug right into your home or business LAN that
have their own internal web-server.

I've been using them for the past 5 or 6 years to record
motion-triggered activity from several of these cameras at my home and
office. The software is called "IPView / Pro", sometimes branded by
Trendnet.

Usually all you can do is set a general sensitivity level for the entire
image to be triggered on, but some versions of this software allow you
to define boxed areas or zones in the image and those are the areas that
are processed for motion detection. Any motion happening outside those
zones is ignored.

The software can also send an e-mail with a static image when it detects
motion.

There is also an open source program called iSpy that performs similar
functions for both IP cameras and traditional webcams.
