We have nutters, too. Loughner is probably schizophrenic (schizophrenia
manifests itself, usually, in the early twenties).

The injuries caused by Loughner were regrettable. But, like airplane crashes
or drownings in private pools, it's the price we must pay so that others,
the law-abiding others, can enjoy their liberty.
