Any decent electrician or appliance repair person could do it. With a
meter, they can check the heating element, thermostat, switch, plug (if
their is one). Not much else to go wrong with it. If it is hard wired, make
sure the breaker did not blow or get shut off.

You need an Certified Lisenced Specialist to change the light bulb,
its usualy only 300$.

There is probably a broken part.

So you would be best to call someone who is a dealer of this product. Then
they could find the problem and order the replacement part.

An electrician could find the problem, but might not have any idea where to
order replacement parts...

As an electrician, I would recommend you contact the manufacturer and see if
they have authorized repair companies in your area. I'm sure any electrician
could diagnose and find the problem, however if it requires any proprietary
parts to repair, it will at least be a second service charge to install the
part
