Default installing a used wood flooring

we have leveled the concrete put some 15 lb tar paper,and are using 1
x 4 strips of wood for a subfloor 12" on center without anchoring
these pieces to the concrete,we laid out five rows and walked on them
they squeaked a lot,we are considering adding more 1 x 4
any ideas guys
