The packing is bad. Google for valve packing.

If it is the packing thats leaking then you could try tightening the
packing nut at the stem. Tighten up only enough to stop the leak or
you could make the situation worse. As far as sweating copper, is
the valve truly soldered on? A lot of them are put on with
compression fittings. If it is you can remove the valve by unscrewing
the compression nut and then using a compression nut/faucet handle
puller to pull of the old nut and sleeve. A puller costs about $10.00
at Home Depot or Lowes.

If you have a friend that can make the repair; replace with a 1/4 turn
ball valve and be done with it.

This is good advice!

I have also replaced many compression fittings with new ones without pulling
the sleeve and nut.

If you snug it down and it don't leak, it is fixed. Buy the 1/4 turn so you
don't have to do this again next time.

Don't connect the copper to an aluminum toilet or else it will catch
on fire, at least that's what I am told in this newsgroup.

What if you open it all the way? Does it still leak?

You're biased. You're aluminum.
