warning system that gives you some time to duck and cover. California
does not.



The Japanese also don't have to contend with an army of
"disenfranchised minorities". Think about what things are like with
the infrastructure intact and police around to crack heads. If you
have the "big one" in California and live you better be armed to the
teeth and fully prepared to shoot first and worry about political
correctness later.

I'd say that would be beyond the typical gov't checklist.
