Toro Recycler Mower (Guaranteed To Start?)

I have a Toro Recycler Mower with a "Guaranteed To Start"
engine. The mower is self-propelled with an electric
start and is about a year and a half old.

It is very difficult to start the mower the first time,
either by electric start or by pulling the cord. Once
I get it started the first time, it is no problem to
restart after emptying the bag.

Does anyone have any suggestions on what might be the
culprit?

Thanks very much.

Overpriming? Most people with start problems like this push the
primer button several times each and every time they fail to start the
mower/snowblower, and that fouls the sparkplug, which then can't spark
to ignite the fuel. Vicious cycle. Replace the sparkplug and don't
overprime.
