Because the return path is capacitive .... maybe from the bottom of your
foot, across the dielectric of your shoe/floor covering/etc into the
earth on which you stand, via the earth connection of the mains supply
to the power supply of the HV generator. Your foot/body is one plate of
the capacitor and the Earth is the other plate!!

Or something like that.

Which is what I first thought, then someone else said it was capacitive. It most certainly does NOT exist. I can clearly see a sealed unit with three wires coming from it. Two are the 15VDC supply wires, the other goes to the centre of the discharge tube.

sealed unit with three wires coming from it. Two are the 15VDC supply
wires, the other goes to the centre of the discharge tube.
