I would not know about Europe. But, these are normally replaced together.

It's often very difficult to get to the bulb without damaging the LCD, or getting dust trapped between the LCD and light spreader. Those bulbs rarely fail unless it was dropped. They do go dim, or off color, but only after many years of use. Inverters seem to fail pretty often in laptops and LCD monitors. It could also be caused by a break in the flex cable to the inverter.
