Default Transistor replacement

I'm trying to fix a model train controller that runs dc 0v to 15v.It
only goes from 14v to 15v now I think the transistor is bad but don't
know what to replace it with. It's marked D1192 and 1K3 under the
#'s.Any help would be great,thanks

A 2SD1192 is available over here for AU$2.05.
