Default FIX Tip: CTC203 SMPS running too high 200V or so.

R14115 is open, this effect cause no power to the U14101 and it's
resistor divider causes SMPS to respond flat out. Vroooom!

In other item, same tv had one other problem, C14401 was partially
shorted. (should be R14401 resistance with L14401 disconnected at one
end.).
