Default 20" Hitachi tv model:MT2870

20" Hitachi stereo tv model:MT2870 (similar to USA
model:CT2087B),chassis:G7XU2,year:June 89,RCA input jacks and RCA
output jacks,wooden cabinet,made in Point Claire,Quebec,Canada.The
customer brought the tv in from another repair shop after they had
replaced:

IC601=UPC1378H=vertical o/p IC
C601=100 Uf,50v
C609=1 Uf,50v
C605=2.2 Uf,50v
C606=0.47 Uf,50v
C610=1000 Uf,16v
R745=69 ohm,1/2 w

but when it was brought into my shop the picture would almost like
flicker or have noise like and the picture is not stable top to bottom
every few seconds or so,I replaced

C726=470 Uf,50v
C608=1 Uf,20v (brown tantalum)

and resoldered few areas throughout the tv but to no avail,I isolated
the problem to the vertical section,I measured the DC voltages with my
DMM and measured the ac waveforms with my TEK465 oscilloscope but the
voltages don't seem to fluctuate.
Anyone have any common repair tips?.Thanks in advance.
