I Have a Cap that is discountinued, I contacted Toshiba they told me the
value of the cap is PFO .01uF. The Loation on the board is C331. Is there
any part I can replace it with.

Find out the voltage rating of the cap, and order one that is 0.01 uF, at
the respective voltage rating, or higher. As long as the new cap will
mechanically fit, and its value is correct, it should work, unless you have
something else in the set that is defective. Usually these caps do not fail.
Did you use an ohm meter to see if it is shorted, and a cap meter to know if
its uF value is correct? Or, is this just on speculation?
