Default treadmill

hi folks,
my treadmill has been in storage for a few months, i took it out for use & found it stops about a second after the motor starts turning (with no load on belt)
the problem is intermittant in that by persisting with the start & stop buttons eventually i can get the motor to run as it should & go for a run on it.once the treadmill is warmed up, however the problem does not reoccur.

i googled a bit & found a test to verify motor ok by connecting motor direct to a multimeter & reading off DC voltage at 3mph. i got 60v, which is well above the minimum generally acceptable 28v. i checked that the speed sensor is clean(even though it doesnt look like an optical one).

The controller board has a big cap on it & a relay. any ideas what to try next?
