what is the problem with this motherboard...?

the motherboard is installed with intel Celeron when the reset is short ,
it wont reset at all. The reset lead has 3.29 V.

In the false loading, it does not has the 3.3 V in the reset pin.

what is the problem with this motherboard...?

the circuit is traced and it was found that just it before it goes to a
southbridge there is a resistor. the oncircuit measurement of the resistor
is 9.7k. But the voltage is 3.3 V on one side and the side of the resistor
has zero voltage.

SO what is wrong here?

The other southbridge side of the resistor is at ground.
