Default Whine from KDS Computer monitor

I have an older 17" KDS computer monitor. It is a soft start switch model
and is continually energized even when off. Lately a couple of things have
developed.
1. It emits a contnuous very high pitched whine even when "off" Is this the
flyback going?
2. When running it emits a whooshing sounds as if something is gurgling in
there. None of the caps appear to be overheating. Any idea what this noise
is??

Almost certainly not. Change all the electrolytics in the power supply
section.

See above.

The whining is likely the pulse width modulated power supply transformer,
ringing, may just need to be hot glued, but can also be a load on it, making
it
work harder than normal. Sky
