Default Transistor´s heatsink is live.

I=B4ve check the transistor but is fine (this is a chopper tansistor
from a SMPS from a 15^ monitor) can the chopper transformer be shorted
to ground? How can I find out? I=B4ve red about =A8ring test=A8 but some
of the equipment listed I do not have.
Is the only cause of this a short to ground? Can there be something
alse happening?

Yes, or if you accidently bump it with your knuckle while probing elsewhere
on the board, ouch indeed!
