Default Panasoinc TV model TX-28LD2C Problem

Hi,
I have Panasonic TV model TX-28LD2C for 10 years now, Great TV!
but today , i find out that it's not working.
I'm pressing the ON Button that is on the TV (not the on of the
remote)
but i don't see the red light from the tv led (standby mode)
i opened the tv case, checked the transformer,checked the volts in
some points on the main board with a Fluk according to the tv manual,
but everything seems to be allright,
does anyone have any ideas of what the problem can be and how can i
check it?..(tube..)

Just to mention a few basics.

Do you have drive pulses from the scan gen reaching the horiz output?

Are all the power supply distributions up to specs?

Do you have the proper supply voltage at the horiz output transistor?

Try the capacitor C862 470µFd 16V or is it C860 470µFd 16V
The New Zealand model that gives this problem is slightly different, from
the circuit you just told us to download..

or before you start check the +B6, +B7 lines, one of them will not be the
correct voltage

+B6 = 12V
+B7 = 5V
