R8, CR1, and CR2 change the minimum delay from some hundreds of
nanoseconds to 1 second, so the device now provides a pseudo-random
set of delays from 1 second to 15 seconds with a granularity of 1
second.

You must have now done many dozens of these circuits. Be nice to see them
held somewhere as a collection.
Eminently low cost and buildable, with zero chance of obsolescence.
A rare resource.
