Actually, it's caused by the washer going hard (which happens
some time before it actually starts leaking). All you need
to do is change the washer before it goes hard. Debris will
be washed away next time you turn on the tap (unless the washer
was already hard in which case it might get embedded in it).

However, I haven't had any taps with washers in the house for
some years now.
