They probably had better odds sitting it out in a shelter or
at home (if only flooding was the consideration).
Consider that he people there knew the area ... would
you ask 100,000 of them to trust their lives on
stloen busses driven by panicked teenagers that steal
things (like cars & busses .... it had to be hotwired)
for fun & profit?

BTW, Did you see what the storm did to I-10 Eastbound?
Imagine that teenager with a busload at 100 MPH ..... multiplied
by many hundreds of buses full ....

Probably they need more & better shelters with suppiles ....
FEMA had lots of time to bring in supplies in advance .... too bad it
was not someplace near Waco ....
