There's no simple answer to this - it depends on the layout of the house,
and where you want to put it. The biggest job is connecting the waste to the
sewer - which could be very simple or very difficult and costly depending on
proximity of services. Then you'll need a water supply - and presumably an
enclosure.
It's unlikely to need planning permission - but it *will* need building regs
approval for the drainage and also for ventilation.
