Cap the floor with subfloor material. Hardie backer, plywood,
wafer board, particle board. The last 2 are not great choices for
potential water in a bathroom. Your 1" difference will require 2
layers, or 1 layer on strips, or 1 and 1/8 material unless that
gets you too high.
