You'd have to sand off completely the top surface to get paint to
stick.

I agree, avoid silicone like the plague, it will cause all subsequent
coats to "fisheye", and even sanding may not eliminate the problem.
Between Cabot and Olympic, Cabot is better, IMO. You can boost the
performance of any oilstain by adding a little pure tung oil or linseed
