IMO this is the way to go. You need four things to make a place
"civilized"

1) Reliable, useable water
2) Reliable, safe sanitary sewage disposal
3) Electricity
4) Trash disposal

It looks to me like you are missing (1).

Here, by law you can't build a house if you can't have good water at
minimum 5gpm on any part pf your property.
