Spending wasn't controlled by anyone under Clinton.

Your response makes sense, but there's something else: Say what you will
about Clinton, but when Congress dealt with him, they were dealing with
someone who had some business sense, and didn't mix religious fervor with
business. Business involves math. Math is cold and logical. The results do
not mix well with insane financial promises. Every president makes some, but
others.....well....they're insulting to a 9th grader who listens closely.
