No,the Republicans and a minority of Democrats in the Congress were.
They stopped Clinton from doing anything.

And why exactly haven't they stopped Bush from doing anything? It's quite
allright that they let him run deficits to high heaven.

So tell me how it is Republicans in congress were able to control the
government spending under Clinton and not under Bush?

You guys want to believe that it's all about Republican conservatisim, but
there hasn't been any since Bush has been in office.
