Sounds good, with a $16 motor control, but the motor might hum at low speed,
and most current window ACs use a single motor with 2 fanblades, so this
would also reduce the condenser airflow.
Using duct tape to fix the problem is a bad idea.
Would you prefer an old sock? :-)
