I have a Craftsman Eager series self propelled mower that my son used
in the neighborhood to make a few bucks mowing lawns until it suddenly
developed a problem and I can't tell if it's a gas problem or a timing
problem which leads to the following questions...

Do lawn mowers have a proper 'timing' adjustment?

If he hit something it could have sheared the key and it will have a timing
issue.

Right, ask the kid if he hit something, especially something that
stalled the motor. Pull the flywheel and check the key.
As a general rule, if you see a spark, it's probably OK. Fuel is the
most common problem in these. You can verify this fact instantly by
pulling the starter and running the engine on carb cleaner sprayed in
the intake. You have to meter the spray a bit to keep it running. If it
seems to respond to that fuel then the carb is the problem.
