Fundamental law of science, heat rises.
The insulation is probably just fine. You have an air circulation
problem for one thing. But a few degrees of temperature difference
between upstairs and downstairs is to be expected, unless you are
*really* turning over some air volume.
Where is your return duct located for the air handler?

Hint: ceiling fans are cheap, and are great at turning air over,
especially in upstairs situations.
