Had the attic over the second story blown with fiberglass
but it is still 10-12 degrees hotter in the room than the bottom floor.
The walls are well insulated with cellulose so it would appear that the
attic insulation is not working. It is very light -- blows around the
attic when
I open the area.

Is there some way to test the insulating value (R factor)?

Any suggestions would be appreciated.
