Right.

But, do the numbers show that (for example) 50% of people use hands-free
phones, and 90% of phone related crashes happen to people using handheld,
in which case, a partial ban (handhelds) may make sense, as it'd cut accidents
(if adhered to) very significantly, without dramatically altering usability.
