If making the question general, it is "is the tubing standard part - so
that I can define only ID, or OD, then based on this one input, I can
check the handbook to find another one, OD, or ID?
I am assuming the length does not have to be related with the ID/OD?

Stock books tend to list tubing by outside diameter, along with wall
thickness and bore sizes.. Typically, you'd look in the book for material
that is the size you desire, beginning with the OD, then check for wall
thickness and ID dimensions to find one that will allow for the finish
machining you require. You didn't mention the OD you want, so I'll assume
it's 7", and does not need to be machined. In that case, according to the
old (1988) Jorgensen stock list I have, your only option would be a piece of
7" diameter 321 stainless with a 1/2" wall. That would leave you with 1/2"
to be bored out for your finished size.

As tubing gets larger, your options get much smaller. You often have to
buy something that's close and machine both ID and OD to achieve the sizes
you desire. Just make sure you can get them out of the piece you want.
