Yep. Dad was a first class jeweler.

In addition to bending metal strips and wires to make ring shanks they
could also be used to to install the "bows" on pocket watches.

The "bow" is that little C shaped metal loop over and around the winding
stem. A watch chain or a neck ribbon is sometimes fastened to it.

Those pliers could put a bend in the center of the bow to make its ends
move into the pair of holes they fit in.

I used dad's pliers the other day to make a couple of 1-1/4" diameter
rings out of coat hanger wire for a repair project.
