It is. In that way our building regs are much better than the USA's.
Ours say that you can build anything, any way you like, so long as you
have planning permission and you meet certain _attained_ standards.

America insists on _how_ you build something, according to some
pre-defined rules. Inventing a new technique there is very difficult.

Sadly though our planning permission (which should take no real interest
in such things) is often withheld on sheer prejudice, even when the
building regs regard an unusual technique as entirely legitimate, if
novel.
